Policy Brief: industrial and technology clusters and cluster-based policies in times of Covid-19

In this video, Stijn Zegel, author, presents the key findings of the Policy Brief on ‘Industrial and technology clusters and cluster-based policies in times of Covid-19’, part of the Advanced Technologies for Industry (ATI) project.

Clusters play an important role in industrial transformation as they can renew business models and reconfigure industrial value chains. They hold a large share of a well-educated workforce engaged in technological fields. Technology clusters pursue leading-edge innovation and many companies seek insights on emerging possibilities through access to tacit or codified knowledge. Also, cluster based industrial development has been traditionally in the centre of implementing European, national and regional growth strategies. Cluster policies often concern various technological domains and technology-based sectors. The acceleration in technology adoption brought by the Covid-19 pandemic is likely to increase the importance of technology clusters even more.

This video includes answers to the questions:

  • What role do clusters and cluster-based policies have in supporting technology development and digital transformation?
  • How does cluster policy relate to mission-oriented policy?
  • What type of effects of the Covid-19 crisis can be observed for clusters and cluster policy?
